PCN Appeal Process


If you’ve been issued with a Parking Charge Notice (PCN), you may wish to appeal on the basis of extenuating circumstances.




1) An appeal must be made within 28 days from the issue of the ANPR letter


2) An appeal must be submitted either by email or post


3) Email address: appeals@beaconparkingservices.com or via the appeals portal on the BPS website


4) Postal address: Appeal Department, Beacon Parking Services Ltd, Units 5-8 Park Industrial Estate, Liverpool Road, Ashton-in-Makerfield, Wigan, Lancs, WN4 0YU


5) Beacon Parking Services (BPS) will issue a response letter to confirm receipt of an appeal within 14 days of the receipt of this appeal


6) A judgement on the appeal will be made within 35 days of the receipt of the appeal


7) If the appeal is upheld, the PCN is cancelled and address details deleted from the BPS system


8) If the PCN is upheld, the appellant has 14 days from the date of the rejection notice to pay at the discounted rate and 28 days to make payment or appeal to POPLA



If you are the Register Keeper but were not the driver of the vehicle at the time the contravention occured, you will need to:


1) Advise us of the driver’s full name and address


2) BPS will then write out to the named driver, stating that they have been named by the Registered Keeper


3) The timescales for payment of the PCN will be reset to the discounted rate, the driver then having 14 days to make payment at the discounted rate and 28 days in general before debt recover





1) If BPS reject your appeal, you may apply to POPLA (Parking on Private Land Appeals) http://www.popla.org.uk/

2) Within your appeals rejection letter, BPS will advise you of your 10 digit POPLA number which you must reference when making an appeal to POPLA
